SSF's Role Work consisted of installing security fence and gate systems at the Ground Based Missile Defense Project. SFC was a sub-contractor to Fluor Alaska Inc. Fluor Alaska Inc. was subcontracted to Boeing Federal Services under contract to USACE.
Description of Project SFC installed 15,000 LF of 8 feet chain link fence with two integrated vehicle crash resistant cables and 3,200 LF of framework for an advanced high security sensor fence system. In order to effectively deliver the security system, SFC managed the on-site surveying and grading to insure proper grade tolerances, the fabrication and installation of precast cable anchors, the vacuum excavation of fence footings, and the field fabrication of custom steel braces. SFC provided access control solutions at site entrances, including four manual cantilever gates, two operated cantilever gates, and two specially engineered vehicle crash barrier gates. To accurately communicate work progress, SFC provided weekly electronic manhour loaded scheduling and manloading charts and graphs to Fluor, Boeing, and USACE. SFC successfully pioneered the use of vacuum excavation and air-operated fence fastening systems for installing security fence in sub-artic site conditions, enabling the project to be completed ahead of schedule, despite project shutdowns required due to smoke from adjacent forest fires. There were no change order requests, other than those requested by USACE. All aspects of the project were completed under extremely tight military security.

Project Description: SSF successfully acted as the site general contractor in installing 3,000 lf of security fence and 21 custom heavy-duty gates in a tight 30 day schedule, while coordinating the site survey, air vacuum excavation, and electricians inside a tight security cordon. SSF coordinated daily work sequences with the client and provided daily reports and scheduling, while maintaining a rigorous safety program due the close proximity of nuclear facilities.
Project Challenges: Challenges included maintaining an extraordinarily rigorous safety program due to the neighboring nuclear facilities (all excavated material was checked for radioactive material), using air vacuum excavation due to numerous utilities, heavy-duty gates that had to be fabricated off-site to exact specifications, establishing appropriate security clearances and meeting schedule despite an isolated site and extreme winter conditions.
